With the establishment and improvement of socialist market economy system, small and medium enterprises in China develop rapidly, and play an increasingly important role in the social and economic development. China Association of Small and Medium Enterprises (CASME) put forward a propose to associations of small and medium enterprise nationwide and service providers for SMEs to create China Small and Medium Enterprises Festival on 11 December ,2006. As an very important activity, it will be held jointly on 11, December annually by CASEM and local government in order to increase the societal influence and market competitiveness of SMEs. We have held four successful festivals so far.

The First China Small and Medium Enterprises Festival was held on 10 December, 2007 in Beijing, and took ‘promotion, innovation, development and win-win’ as its main theme. It has build up a conversion platform for small and medium enterprises, government and experts , discussed the developmental strategy and measures through holding key-note speeches , conference concerning projects and investment , high-level forum for entrepreneur to talk about enterprises and other activities, provided a contact joint stage for enterprises to show their projects and investment by pooling social resources, comprehensively implementing the development project of SMEs and published a group of typical cases about china enterprises that have made outstanding achievements in innovation, energy-saving and emission-reduction, investment value and social responsibility .

The Second China Small and Medium Enterprises Festival was held jointly by CASME and Tianjin people’s government on 11, 12 December, 2008 in Binhai New Area in Tianjin. This festival made‘the Government and Enterprises Tide over the Dfficulty Together and Get Ready for upsurge in Innovative Development-- the Growing Path for SMEs in Global Financial Crisis’as its main theme. During the session, thousands of representatives from SMEs, experts and scholars in economic field got together to make a deep analysis of the influence that the increasingly worse situation of the global financial crisis made on China SMEs , discussed how can China SMEs come out of difficult situation under current economic circumstances and other issues and explored the growing path for SMEs in global financial crisis.

The Third China Small and Medium Enterprises Festival was held jointly by CASME and Shanghai people’s government in Shanghai on 30 to 31 October, 2009. This festival made ‘Confidence, Opportunity, Innovation and Development’ as its main theme. More than 800 people from business circles, financial community and government attended this festival to explore and discuss new opportunities for SMEs in global financial crisis.

The Fourth China Small and Medium Enterprises Festival was held jointly by CASME and Dalian people’s government in Fengxian District, Dalian from October 30th to October 31st, 2010. This festival took ‘Innovation, Transformation, Low-carbon and Growth – the Developmental Path for SMEs in Post-financial Crisis Era’ as its main theme. Supporting activities involved Low-carbon Financial Service Forum, the Excellent Service Provider for Iinternational Small and Medium Enterprises Conference and Introduction Conference of Development and Opening Project in Costal EconomicZzone in Liaoning province.

The Fifth China Small and Medium Enterprises Festival will be held in Jiaozi International Conference Centre in Century City Chengdu from December 5th-6th, 2008, and it is held jointly by CASME and people’s government of Chengdu. Chengdu Municipal Economic and Infomatization Commission (Chengdu Bureau of Small and Medium Enterprises), Chengdu Investment and Promotion Commission and Chengdu Exposition Bureau are its organizers. National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Commerce and People's Government of Sichuan Province are its guidance units. This festival takes ‘Innovation, Transformation, Service and Responsibility ‘as its theme. Various supporting activities focusing on the theme will be conducted, including opening ceremony, the development summit of China small and medium enterprises, the excellent service provider for international small and medium enterprises, introduction conference and visits.
